On January 4th, Shaanxi Huaxing Technology Co., Ltd. held the 2026 Target Signing and Commitment Rally, where it analyzed the current market situation, clarified development goals and directions, and mapped out key tasks and operational measures for the year. Yang Luhua, Secretary of the Party Committee and Chairman of the Board of Directors, attended the meeting and delivered a speech. Gao Gangyao, Deputy Secretary of the Party Committee and General Manager, laid out the operational work plan for 2026. Yang Luhua pointed out that the purpose of this rally is to thoroughly implement the decisions and arrangements of the Provincial Party Committee, the Provincial State-owned Assets Supervision and Administration Commission (SASAC) and the Group Company, comprehensively review the past work, analyze the current situation, build consensus, and fully launch the critical campaign to strive for the achievement of the annual target tasks.
Regarding the comprehensive implementation of the annual business target tasks, Yang Luhua emphasized four key points:
First, grasp the trends and momentum and build consensus, so as to unify thinking on the basis of deeply understanding the significance of the Target Signing and Commitment Rally. It is imperative to conduct in-depth research and judgment on the current situation, identify the development positioning of Huaxing, adhere to the general work guideline of
making progress while maintaining stability and improving quality and efficiency, further advance the new round of state-owned enterprise reform in depth, effectively enhance the driving force for development, and ensure the successful achievement of the annual targets.
Second, clarify the priorities for action and desired outcomes, focus on quality and efficiency, anchor the direction of development goals through precise planning, and accumulate momentum for development through breakthroughs in key areas. We must adhere to the path of specialized, sophisticated, distinctive and innovative development, make overall plans and implement targeted policies to optimize, expand and strengthen our advantageous industries; we must adhere to the path of integrated development of industry, university, research and application, and deepen, consolidate and accelerate the development of our industrial sectors; we must adhere to the path of sharing development achievements with employees, so as to enhance their sense of belonging, fulfillment and happiness.
Third, strengthen the leading role of Party building and ensure guidance and oversight through discipline inspection, so as to promote the high-quality development of the company with high-standard Party building. We need to strengthen theoretical armament, consolidate the ideological foundation, and continuously improve the capacity to drive the high-quality development of the enterprise; we need to comprehensively enforce strict Party discipline, fulfill political responsibilities, and continuously consolidate the achievements of the study and education on thoroughly implementing the spirit of the Central Government's Eight-Point Regulation; we need to focus on value creation, carry forward the spirit of striving for excellence, and strive to build a cultural system that encourages mutual learning, striving for progress, and taking solid actions.
Fourth, pay close attention to integrating knowledge with action, tackle difficulties head-on, and pool joint efforts for forging ahead through solid work and responsibility. We must strengthen the implementation of responsibilities to ensure that tasks are followed through to completion, and improve the target assessment and responsibility system; we must foster a fearless and progressive work attitude, and vigorously promote the "Four Do's" work style; we must strictly observe the bottom line of clean governance with dual responsibilities for both official duties and Party discipline, and strive to create a clean and upright working environment.
Gao Gangyao outlined the implementation plans covering the breakdown of annual key business indicators, the execution of specific initiatives, and the implementation of priority tasks. Regarding further efforts to ensure the full accomplishment of the annual business targets, he put forward five requirements:
First, focus on core responsibilities and main business, and deepen market and industrial layout. We must concentrate our resources on the core business areas, optimize market positioning, expand market share, and strengthen the competitive advantages of our industrial sectors to lay a solid foundation for sustainable development.
Second, strengthen scientific and technological innovation to cultivate new quality productive forces. We should increase investment in research and development, accelerate the transformation of scientific and technological achievements, and focus on developing cutting-edge technologies and high value-added products to inject strong momentum into high-quality development.
Third, continue to deepen reforms and optimize mechanisms, consolidate the foundation, and improve quality and efficiency. We need to further promote the reform of state-owned enterprises, improve the corporate governance structure, optimize the incentive and restraint mechanisms, and continuously enhance the internal vitality and operational efficiency of the company.
Fourth, coordinate and optimize resource allocation, and further advance lean management. We should establish a scientific resource allocation mechanism, improve the efficiency of resource utilization, promote the lean management of the entire value chain, and continuously improve the level of refined management.
Fifth, adhere to compliance management and prevent and resolve various risks. We must establish and improve the compliance management system, strengthen risk prevention awareness, improve the risk prevention and control mechanism, and effectively guard against and defuse operational, market, and legal risks to ensure the steady operation of the company.
